Everywhere else it is lower prices that drive the black market. <br /><br />There are large areas of Canada where a high percentage of cigarettes consumed are black market and the price is far lower then legit outlets. I have also heard (though I can't confirm it, and I doubt anyone can) that youth smoking is up in areas because of cheap black market cigarettes. Of course now there is a push by some for a crack down on illegal smokes which uses more resources. The whole mess ends up being a lose lose for the government and public health. It is hard to work out how legislators think that making a law will stop people getting what they feel they have a right to - all it does is put prices up and remove income from the state.Chris Pricenoreply@blogger.com
